Determinants of Currency Composition of Reserves: a Portfolio Theory Approach
The way central banks manage their foreign reserve assets has evolved over the past decades. One
major trend is managing reserves in two or more tranches—liquidity tranche and investment
tranche—especially for those with adequate reserves. Incorporating reserve tranching, we have
developed in this paper a central bank’s reserve portfolio choice model to analyze the determinants of
the currency composition of reserves. In particular, we adopt the classical mean-variance framework
for the investment tranche and the asset-liability framework for the liquidity tranche. Building on
these frameworks, the roles of currency compositions in imports invoicing and short-term external
debt, and risk and returns of reserve currencies can be quantified by our structural model—a key
contribution of our paper given the absence of structural models in the literature. Finally, we estimate
the potential paths of the share of RMB in reserves under different scenarios to shed light on its status
as an international currency.

Most central banks measure reserve adequacy in one way or another. They most frequently use the import coverage method followed by short-term external debt ratio, broad money ratio, and the IMF’s Assessing Reserve Adequacy (ARA) metric.

Both sides of the balance sheet are
important. Governments should consider the effect
of policies on assets and non-debt liabilities, in addition
to debt. This also applies to risk management,
where valuation changes can have large wealth effects.
Applying the same stress test that the Federal Reserve applies to banks would reduce US public sector net worth.

Modernización financiera desde la banca pública
Millones de clientes
cada día más digitalizados desafían a la banca a competir a través de la oferta
de productos que simplifiquen sus vidas con transferencias rápidas y seguras.
En BancoEstado hemos
buscado responder a estas exigencias, creando nuevas herramientas como PagoRUT, una aplicación móvil que permite realizar operaciones sin
tarjeta de coordenadas, gracias a los elementos de seguridad dinámicos que
incluye.
También nos hemos
propuesto promover la sustitución del uso de dinero efectivo por medios de pago
electrónicos, ya que es más seguro y permite a nuestros usuarios ahorrar tiempo
y dinero en traslados, lo cual conlleva un directo impacto en mejorar la
calidad de vida de las personas.
De esta forma, los
depósitos y transferencias electrónicas aumentaron de un 9% a un 71% y de 40% a
62%, respectivamente en los últimos 10 años, respectivamente.
Además, en 2008 el 70%
de los pagos del sector más vulnerable se realizaban en efectivo. Hoy alcanzan
sólo un 47%, acercándose al 34% que mantiene el grupo de mayores ingresos.
La CuentaRUT ha sido
un importante aporte en el trabajo para conseguir este objetivo, ya que ha posibilitado
el acceso a más de 10 millones de personas a una gama de servicios financieros
que antes eran inalcanzables para ellos.
Además, la sustitución
del dinero en efectivo catalizada por la CuentaRUT ha permitido silenciosamente,
y gracias a su simple uso, ayudar a ordenar las finanzas de distintos segmentos
de personas y microempresarios, que hasta hace poco manejaban su dinero en efectivo
en sus casas o empresas.
Asimismo, y sabiendo
la importancia de CuentaRUT para millones de personas, hemos reforzado su
seguridad con el plan para la inclusión de la tecnología de chip que
beneficiará progresivamente a nuestros clientes CuentaRUT.
Ahora bien, el
progreso financiero no pasa siempre ni únicamente por ofrecer mayor seguridad y velocidad en
las transacciones. Requiere también de la gestión presencial de ejecutivos en
los lugares más apartados, factor crucial en la entrada al sistema de los
usuarios con menor educación financiera.
Por esta razón, en
BancoEstado seguimos aumentando nuestra cobertura geográfica, a través de nuevas
sucursales y puntos de atención de CajaVecina, que son distribuidos
especialmente, en las zonas más remotas y aisladas del país. Acá aún hay mucho
por avanzar, ya que todavía existen unas 100 comunas en nuestro país que no
cuentan con una sucursal bancaria.
Esta vocación por
estar donde los demás no llegan es también la explicación para que la banca
estatal lidere hoy la venta de fondos mutuos para ahorro previsional voluntario
para la clase media (APV, régimen A) a lo largo de todo Chile.
Todo lo anterior es
parte de nuestro ADN como empresa pública, esto es facilitar y simplificar la
vida de quienes habitan Chile y contribuir a generar igualdad de oportunidades
y acceso al financiamiento.
